Which one to open

Start with JPG to PDF when the pages are still photos on your phone. Put them in order, choose A4 if the office expects A4, and download one file. Start with Merge PDF when you already have PDFs and a portal wants a single attachment, or when you need to split a long file or fix the page order.

Open Compress PDF when the file is too big for the upload box. Many Indian exam forms, college portals, and tax uploads name a limit such as 100 KB, 200 KB, 500 KB, or 1 MB. The exact number is on your notice. If it says 100 KB, the 100 KB page opens with that cap selected. If it says 200 KB, use the 200 KB page. A scan usually shrinks. A PDF that is already mostly text may not.

You can chain them. Photos become a PDF, that PDF can be merged with a certificate, and the result can be compressed. Do the compress step last, and start from the original if you need another try. None of these tools adds a watermark or asks you to sign up.

What they do not do

They do not unlock a password-protected PDF. They do not type text into a form for you, and they do not check that a government portal will accept the file. Read the download before you upload it. A 100 KB cap on a long colour scan can look soft.

A photo that must be under 20 KB or 50 KB is not a PDF job. That is the image tool. Writing tools on the rest of the site, such as a society notice, send text to an AI provider. These PDF tools do not.
